although how about Option 6: Capt. Jack absorbs the DeathNotes power and if he writes or tatoos a persons name on himself, that person dies!

About the Death Note... that's just about all there is to it. Write their name in the book (you have to know their face, so everyone in the world named "John Smith" doesn't die at the same time), and they die of a heart attack 40 seconds later. There's a few extra qualifications and rules, but that's about it. Wikipedia has more to say on the subject.
